[Dcmlib] [Gdcm2] GDCM2: Support of Implicit SQ

I am very proud to announce a much better support of Implicit SQ in
GDCM2. Indeed GDCM2 is the only toolkit (as of 07/11/2006) that is
able to properly read arbitrary Implicit SQ.

Both GDCM 1.x and dcmtk fails to read all SQ from the following files:

1. brain.dcm (*)

and

2. MR_Philips_Intera_No_PrivateSequenceImplicitVR.dcm
This DICOM is actually pretty tough to read since the private SQ is
written as Explicit big endian in the middle of an Implicit Little
Endian file. At the same time it demonstrates the capability of GDCM2
to handle those PMS `featured` files.
