[Dcmlib] compile under windows with problems

Well again you are *not* saying anything on how you cvs dwlded it.
Please avoid FUD and instead provide meaningfull description of the step

Well it means either CMake is busted or you had enough CMakeLists.txt to
pretend the project was complete... but I bet it was not.

A couple of people in the past have complained about this. I think one
person even volonteer to provide us with more meaningfull instructions
but this never happen. I apologize we assume maybe too much knowledge
from our users...
