[Rtk-users] Python wrapping for 4DROOSTER

Hi Valentin,
I have added the wrapping of 4D ROOSTER:
https://github.com/RTKConsortium/RTK/pull/573
The problem was that the CPU version could not be compiled with the
RTK_BUILD_CUDA ON. This has been fixed with this patch
https://github.com/RTKConsortium/RTK/pull/573/commits/58b933009d9e9c5fdd50cdf43ad3c488c1ef49e7
I guess that there are now nicer ways of doing this with modern C++ but I
just reused what was done in other filter for now.
It compiles but I haven't tested it so much yet. Let me know if you manage
to test it!
