[Dcmlib] static ::New() / Factory

Thank you so much ! Sorry I did not realize you had branch before your 
change, that is so awsome !
Had I knew that a few days earlier I could have merged that in ITK so 
that gdcm 1.2 would be available in ITK 2.4 ... too bad

Anyway now I can easily swith to gdcm 1.2, after the code freeze (in ~15 
days). I'll start switching some dashboard to do gdcm 1.2, and start 
working on merging a few bug fixes that are on CVS only (and not 1.2).
