[Dcmlib] Dart1 is dead, long live CDash !

Hi there,

  Just a little update. There has been a lot of work behind the door
this week to transition to the new testing server: cdash ! So do not
be surprised next time you go to:

http://public.kitware.com/dashboard.php?name=gdcm

  this is now a cdash server.

  Thanks to Dave Cole and Zack Galbreath (Kitware) for there help
during the transition !
